"Dynamic Contrast" Ratio vs "Contrast" Ratio?

Looking to buy an LCD TV, I've been comparing specs. ...
Some TVs have a "Contrast Ratio" of, say, 1200:1
Some claim "Dynamic" Contrast Ratio of 8000:1 or even 15000:1
In the shop, I can't tell much difference in picture blackness/contrast between the two, although I would expect the 15000:1 to perform much better than 1200:1
Are we being conned by marketing-speak?:rolleyes:
How to compare the two (on paper) and why the seemingly different metrics?
