Gelish Nail problem

Hi
My wife is a beautician and does manicures. She has recently started to do Gelish nails but she is having a problem that I hope you can help her with.
She says:
If my client is wearing a normal nail polish, i remove it with non-acetone nail polish remover, then they wash their hands before starting with the foundation gel after cleaning up their cuticles. I then apply the foundation gel and then dry it in the ultraviolet light. I then wipe it with a nail surface cleanser and then apply a Gelish colour. My problem is the colour runs away from the cuticles and the tips of the nail and bubbles up.
I have since tried another way to see if it worked better by NOT using the nail surface cleanser and put the gel colour on straight after it coming out of the ultraviolet light from drying the foundation gel and it still does the same. How do solve this?
Please can you help as I have a few clients who want it.
