I suppose in some ways Endemol and Channel 4 thought a vote to evict was more likely to get viewers watching than a vote to save. At the end of the day, most of BB's viewers tune in on Friday night, they want to maximise that.
Who wins isn't really a concern of Channel 4/Endemol, if it mattered to them, it would be on a Friday night. This entire series has been geared towards the Ultimate Big Brother show, we all know this show is going to a massive anti-climax all the same.
