I'm not sure when it was made. quite a long time ago.
And it's american.
What happens is. The mother of a family returns after many years away.
There is an older girl, and a younger boy.
There is also a house keeper who doesn't seem to like the mother.
And it is revealed that the reason she doesn't is because, the reason why she was away all these years is becuase she tried to kill her kids.

The mother bought them a games console. It was an old fashioned one. So maybe 70's 80's.
The nanny, or house keeper disapproved of the girl wearing makeup. But the mother allowed her to.
There is a father. I don't remember much about him.

I know both of these films. they are nothing like what I have described.
This film I wouldn't think is very well known. It was on during the day. And Is not set in the forties. or fifties. maybe 70's, or 80's.
Two children. older girl, maybe 12. younger boy.
Housekeeper has raised them. along with their dad, who works
mother turns up. she wants to get to know her kids again.
turns out she tried to kill her kids, back when they were younger, that's why she was gone for so long.
The housekeeper who raised them seemed very close to them, and didn't want the mother back in their lives. And you only find out why near the end.
she was trying to reconnect with her children. and the housekeeper seemed to have a problem with it.
A remake of a Jappenese horror film and does touch on Munchausen Syndrone by proxy later on it the film.

The eldest a girl was 12.
if I remember they lived out in the country. may have been a farm. not sure.
the boy. I can't remember. 7 or 8 maybe older.
