So many Hartnell era stories are lost... I assume that this quote comes from something not released on DVD, then?!
ohhhh your soooo hot.
(I don't mean that on a personal level you understand. Though of course you may well be hot, I wouldn't know. Of course you could be very hot but just not my type....just ignore me )
I can tell it's a 6th Doctor one, from Eric Saward's reign as script editor. But as I saw few Colin Bakers and have only two stories on DVD (Two Doctors and Revelation) I couldn't tell you which story the quote comes from!!

Erm... Sensorites?
No.
It's not even the Daleks Masterplan either.

It was Maaga talking to the Doctor.

It was Mark of the Rani
Ah! But... the word "pragmatism" didn't enter the English language until 1870, some 22 years after the death of George Stephenson.
The Rani messing about with the timestream again.
Of course!
Doesn't matter if pragmatism was a word at the time, it was said in the story by Lord Ravensworth and therefore, Nyder, it's over to you.
Thank you,
"But it's an empirical fact."
I'm afraid not.
No.
Here's a hint, it wasn't the Doctor or a companion.
Nope.
Here's another clue :-
It's from the new series.
