Steven Segal the real deal when it comes to fighting? You sure about that. I do like his films, especially some of his older films. Not so much his newer films. I always his type of spastic kung fu, was for film only...not much use in real life.
I reckon Jackie Chan could kick a shaolin monks ass...however I reckon he is one, or at least trained with them for some time???.

Karate is an art as much as it is form of self defense, the idea that martial artist (especially real oriental ones like Shoalin Monks) are amazing fighters comes from Hollywood mainly.
Sad fact is most 'karate' based fighters in UFC get beaten.
There was a TV series a little while ago comparing various fighters against each other eg Mafia against Ninja warriors. I didn't see enough of the programmes to see who won overall, but some of the examples were very interesting.
