Video upscaling in playback?

I currently have my PC hooked up to a HD TV with the screen set at 720p (1360x786). I have quite a few videos at 360p or 420p on my PC which (obv) look awful when playing.
I was wondering is there a video player (like VLC) that can up-scale in playback (a bit like the way a blu-ray player will up-scale DVDs)?

The TV will already be up-scaling them
The OP doesn't mean just displaying a low resolution image on a higher resolution screen.
I'm sure he want help with upconverting, using interpolation techniques.
I mean the video player does the work, turning 420p into 720p for example and improving the picture at some level
No a Blu-ray or upscaling DVD player doesn't improve the image. It just fits it to the screen.
The player doesn't add any detail, it just stretches the image to fit. Some do it better than others granted.

Most video players and TVs do an "as well as can be expected" job these days.
But... the upscaling jump from average or poor quality 360p video to 720p is much greater than the jump from a high quality DVD to 720p so the old maxim "garbage in-garbage out" very much applies here. The quality of the original video is as important as its picture size.
