    Excuse my ignorance (I'm a complete Luddite where mobile phones are concerned :o ), but how do I tell if my phone is "rooted" or not?

    if you're asking, then it isn't. it's something you have to do to the phone, they're not sold like that unless you get a second hand one that's been flashed.

    & topping up, voucher, some ATMs, some banking apps, phone the top up line on the handset & use debit card etc. lots of ways to top up.

    You don't, I'm afraid, as it is for Android smartphones only, and rooted ones at that. As your E1150 is not a smartphone, you won't be able to get it.
