3G only? won't those phones automatically go over to T-mobile now the share is in place? people might need emergency services due to high winds at the moment with trees down and accidents etc.

No they would go down to Orange 2G

In my experience, the difference between normal Orange 3g service and no service is very little in Hull.

A mobile phone will make 999 emergency calls not matter what network you are on, if you’re normal network is not in range then it will switch to one that is.

AFAIK you can make 999 calls even with no sim card in the phone.

Emergency roaming was introduced a couple of years ago, but unless things have changed you do need a SIM.
