What do Labour supporters think of this? Is it a response to UKIP so nearly winning Middleton? Is it an over reaction? And what do Labour supporters take Harman to mean when she talks of "downsides" and "public unease"?

    It means nothing.
Ed and Co can face one fact then maybe they can start sorting out some of the mess of the no control's when Poland etc Joined the EU.
We have two sets of Migrants ones who really want to settle and integrate they really are perfect neighbours. then we have the bunkhouse Migrants who are here solely for either work or benefits have no intention of integrating and yes can be very intimidating. Its these people are just giving UKIP so much fuel.

Cameron talks about a renegotiation it will never EVER happen so the fact they are still banging on about that again just gives Farage and co more ammunition.

Ed's Grand plan if anymore powers are up to be transferred then a Referendum its a complete mess, As they are looking again at Migration he needs to accept a referendum is required if he wants to campaign to remain within the EU then fair enough but its covering both bases. I think people already know the outcome the good things about being within the EU have never been hailed its always the negative and the entire thing is just past saving.

    Blah blah blah.

Solution is simple - introduce a residency check for eligbility. It applies in other areas, so why not extend it?

But then that would mean the Tories especially would not be able to use it as a political tool reducing Labour to this sort of inanity.

It's all hot air. Labour and Conservatives trying tp act 'tough' on Immigration, don't make me laugh. They know as well as the public that there won't be any major changes or the EU will step in and say "what do you think you're doing?". Or force the rules to apply to everyone including British Citizens.

In a few days, I'm sure we'll get each parties plan to 'tackle' immigration with a few keys words to get some media attention but it will all mean nothing. I was some Labour guy on TV earlier saying they need to make sure the right kind of people are coming here.....nothing about the number of people. All sounds great until you listen to what they actually say.

Nothing they do will slow down immigration from the EU, only leaving is the option unless Dave the Massiah has some kind of ace card up his sleeve to use in the EU negotiations.

Do they think we are stupid?

We are all EU citizens - you cannot treat a Slovakian or an Italian differently in our benefits system to a British citizen. If you do it will be struck down by the courts under freedom of movement (which includes access to benefits). So all this talk of principles of "contribution, responsibility and fairness" is waffle and nonsense.

Only two ways to cut benefits for migrants legally - leave the EU or apply the same policies to British citizens. And Labour won't do either.

To change this you would need all 27 member states to agree - and there is no way eastern European states will do as the current system allows them to export their unemployed who can earn/get benefits here and repatriate them home. So they love it - and almost no one goes to live in Bratislava or Vilnius from the UK to claim benefits so its all one way.

    Next please!

PS Here is the link from the BBC I think the OP meant to use. Apparently Hattie Harman is proposing this - so we know it wont happen.

Exactly. Northern Europe its Benefits and Immigration southern Europe its basically the entire agricultural policy they went to reform. Poland are already going nuts over reform of the Child allowance being sent back home for parents here in the UK.

The coming months you can see Farage just firing off all the Grand talk of reform and if he is part of a debate the others are going to be destroyed people believe Farage they don't believe the others and that's going to be impossible with all the current leaders.

Ed's polling at the same level as Michael foot and we all know how that ended

So apply the same policies to British citizens - it isn't hard, just require a minimum period of residency

We already do treat EU migrants differently to our indigenous population as regards benefit entitlement.

EU migrants JSA no eligibility for first 3 months in the UK then have to take a habitual residence test including a test of their English language skills and what efforts they have taken to find paid employment, if they pass the test they can claim JSA for 6 months. After 6 months a discrectionary extention is permitted if they can provide compelling evidence that they have a genuine good chance at finding paid employment in the immediate future.

EU migrants if claiming JSA have no eligiblity for housing support, no housing benefit.

EU migrants in work benefits. Have to work 3 months before can start claim and have to pass a minimum earnings test and a is the work genunine test.

EU migrants disability benefits must have lived in the UK for 104 out of the past 156 weeks, that is 2 out of the last 3 years before they can claim DLA/PIP.
