What was the BBC docu about a failing job agency

Was talking with a friend about this programme that was on maybe 10 years ago? it centered around a job agency which I cant remember the name of. It was renowned for being the worst in the UK and I think now doesnt exist any more, the documentary also had some really patronising woman on it who looked down on people. There was also a feature on one bloke who used to go to classrooms to look for work and do team building exercises like building things out of cardboard (something silly like that) also showed how the internet didnt work so they couldnt job search.
Anyone remember the name of the programme? pretty sure it was on BBC2?
