As a plot device, she needed someone decent to help console her through the difficult times without being in any way a threat to her. Billie is more like the type of lad a girl with Whits character traits would go for, though like you I am a sucker for a cute match, and they were. I hope they keep him as a nice guy. A few of those in Walford would even the balance!
It seems a bizarre story. All that time building up the relationship and bringing Todd back for them to split. Unless the actor has quit but he's only been back 2-3 months.
It's a shame but pretty realistic. Often, as the result of abuse, a woman (or man) will go for the bad boy and reject being treated well by a good guy.
It would be sad if this is the end of Todd's role in Eastenders. I think he could still be a popular character even if he's not dating Whitney. I think if Billy hadnt come back they would have kept Todd in the show, which is a shame for the actor.
