BT vision box doesn't display 4.3 correctly

My mum has the old type 4.3 TV still. She likes the picture. Simple as. 
Anyway, she's just got a new BT Vision box. She has it on the 4.3 setting, but the picture is still in widescreen. And on BBC iplayer, programmes like Dad's Army and Top of the Pops are displayed with a black border going right round the picture.
Why is there no proper 4.3 option on the box or the remote????
