There's actual sciencey research (paid, people did actual studies) relating to styles of clothing and the enhancement of physical attributes and movement, and the perceptions of them, aside from any fetish type reactions. It's a fine line between 'properly fitted practical clothing' and 'perv outfit' which will continue to exist for as long as the various components of the outfit are not banned.
As for 'skirt and formal shirt', the primary example(s) of a specific type of those which are on (or cross) that fine line has a simple easy name to sell it under. Someone asked earlier about why clothing barely distinguishable from these outfits seem to be the uniform in some places when they are clearly not as practical as they ought to be.
So I do think the question of how the original uniforms were decided upon is relevant.

The question raised by the above 'high school' related remarks, presumably this also depends on what education system and whether in the US or UK - there's 'high school' meaning equivalent to college (as in 'sixth form' thereof), or there's 'high school' meaning a secondary school incorporating a sixth form, and describing someone as being 'at school' has in at least a few US shows referred to someone in further education - but in general 'high school' is going to be the distinction that says 16-18, surely?
I think US-based remarks about that age range are going to be state-dependent for legality and therefore 'edginess'...
