True, but you wouldn't want it set up with no overscan.
If nothing else the broadcaster frames the shots with normal overscan in mind, and you can often see stuff you weren't intended to. For example on Sky Sports when they put up a caption there is oftens a single scan line of the picture from behind the caption showing right at the bottom which is very distracting. You would typically also end up with a n aspect ratio distortion if the horzonatal and vertical overscans weren't matched.
