I disagree. I think kids have to be protected and I don't see why that shouldn't include being saved from having a name like "Anal"...I'm actually hoping those parents were joking and knew they'd be blocked from using that name by authorities but even then, wow.
^^^This +1. Any poor kid with a name like that would no doubt be tormented and bullied at school so the New Zealand authorities are doing these kids a great favour by saving them from their unhinged parents.
Officials here do have the right to refuse certain names if they are deemed offensive. Numbers are also not allowed to be used in names.
I think that those 'rules' are appropriate and I don't think we need any more than that in terms of the government telling us what we can name our children.
Even in countries where there are some restrictions like Germany and Sweden, the odd ridiculous name gets the go ahead.

That's fine, but how do you define it? Around here someone called "Corey" would be bullied because it's a slang word for a penis.
