They always have been. Allows them to rehearse their comments for the night.

Saying there's going to be a shock is a way to make everyone vote more. As the fans of the acts that are meant to win panic because they fear they may not win now, while it gives fans of acts that aren't favourites the idea that if they vote more then they can pull off victory.
