I think Cochran is making sure that any possible recipients of promotions in the future are loyal to him and also in as deep as he would be if this all came out.
I think Abby's new friend from the gun range who works for the LAPD might be looking to improve his position by getting invited to play Scrabble, unaware of Abby's husband's relationship with Cochran. We know Cochran has ties to the LAPD from Bridget's fake pot bust.

Got drunk and puked all over his dad's stuff, was texting Sean, hit a kid over that, got suspended from school, stayed in contact with Marvin and now Bridget is seeing him again as a result, now he's mouthing off to his mom and demanding breakfast... I think that subplot is going to keep being a slowburner.
