Phone rings.
Me:Hello?
Caller:Hello am I speaking with
Line cuts off but I can hear people talking in background.
Me:Hello? Hello?
Line goes dead/disconnects. Dial 1471
"You were called today at (time) by 000 00 000"
Any idea where this might have come from? I thought if it was withheld or from abroad you get "the caller withheld their number",or "the callers details are not available",or similar?

A lot of companies that call up to flog you stuff use withheld numbers - and that means they won't get through to some people - so they spoof a caller ID (easy to do when using VoIP) so that they can bypass it.
Also, it means that you won't know who they are!
if the calls comes from a witheld number then 1471 will tell you this, if a call comes from a network not comptable with your own you would get a message saying "we do not have the number to return the call".
all the 0s that you gotis a strange one, most likely i think it would be due to a fault in the exchange (maybe a one off one occurnace)
Many switchboards let you set any number you like as the CLI. I could if I so wished programme my office phone to send all zeros or any other number I like. It is not that difficult.
There are legitimate reasons for doing this of course. Say you have a department of 20 people, they each may have a direct dial in number that goes straight to their extension. But you may want most incomming calls to the department to go to a specific number. So you programme up the CLI for all 20 phones to send the group number.
