I thought it was. Soliciting is an offence as is running a brothel, but if, for example, a woman goes up to a man in a bar and offers him money to have sex with her and he agrees and does the deed, then I believe no criminal offence has taken place. Could be wrong but that's how I understood it.

How come all those telephone boxes in London have cards in them with girls in a suspender belt and stockings saying 'call me now'?

They have always been there, sort of decorates the phone boxes. IIRC good old Ken was looking at making BT responsbible for removing them all, the staff were keen but not apparently the management.

It's also illegal to solicit in public - in Scotland it is anyway.
