We have WiFi speed of about 63Mbps, next to the TV it is about 23Mbps measured on an iPhone with speedtest.net,
on the TV youtube and BBC iPlayer seem to work well but the internet browser is very slow, taking ages to download a web page, using speedtest.net it is showing a download speed of about 2 Mbps. Surely this can't be right?

If connecting via WiFi is this using built in WiFi or a dongle of some sort? Would it be possible for testing purposes to run an ethernet cable between TV and router to see if that makes any difference (to rule out any issues with WiFi reception)?
You would be better off connecting a laptop or pc via hdmi is you want to see a large picture.
Download speeds are the speed from some Internet server (say speedtest.net) to your Modem (in what is referred to as a 'Router' these days). That is dependent on your ISP service, type, distance from exchange, congestion etc.
You only need 1.5 Mb/s for BBC iplayer SD. See the BBC website. So yes it would work with 2 Mb/s. So would medium resolution Youtube video.
Websites are so variable in content these days it's hard to say and may depend on Web Browser configuration.
So only the 63Mb figure is an internal network figure, the others are all external figures.
So unless the OP is making the common mistake of using b (bits) instead of B (Bytes) in the TV speed result and is actually getting 2MB/s which would be at least 16Mb/s and probably a bit more allowing for overhaeds. It does seem like the TV is a hell of a lot slower for some reason than the iPhone. I could understand some difference but not a factor of ten, unless as I say it is confusion between bits and Bytes.
Is a comparison between a tv browser and a pc or phone browser valid?

more like the old "dial up" speed when trying to load web pages.
