what should phone signal be (London)?

I have bad signal on my google nexus 4. I have Open Signal app installed and it and the nexus's native reading is -95 - 97 dbm outside and -107 inside my flat. 3 bars max outside of signal and 2 or less inside.
I've tried Vodafone and Tesco (O2) with no difference.
Used to be with T Mobile on old 2G round here which was awful, so haven't tried them.
3G is patchy too.
Is this likely to be the network or the phone itself and is there anything I can do? Are other phones better?

    Not the phone as it supports everything but LTE. Where about in london you?. EE 3G is in nearly all of Greater London now. O2 and Vodafone 3G is still incredibly patchy.

    Is this 2G or 3G? surprised if it was 2G not surprised if a 3G problem though. I would suggest trying EE or Three in your area you should notice a noticeable improvement near all the masts in greater london are done now some just waiting backhaul. No idea when Vodafone or O2 are going improve sorry.
