If the story is accurate, his treatment was extremely bad. If he was arrested for that, I find it hard to believe, because he'd committed no offence, and then if his custody was authorised on the basis of that, the wrongdoing was compounded.
If he was denied food, and treatment for his medical condition, there is no excuse.
Yeah, at the end of the day if you want to stand around preaching bollocks and generally entertaining passers-by who are typically thinking "WTF is he on?" then that shouldn't be something to be thrown in the cells for.
