Use of head-shot photos in dramas, etc.

There was a Charlie Brooker TV show a few years ago that explained why TV was so expensive. From watching that show I know that, if you want to use a photo of someone famous in a programme,you have to pay some money.
Just been thinking about this recently with regards to when photos of (non-famous) people are used in, say, procedurals; eg "do you recognise this person?".
I assume these are stock shots (assuming not made-up CCTV I mean!) of actors or models, etc? And that they also have to be paid for; albeit for probably a lot less than photos of more recognisable people
