If I buy some albums on google play, am I then able to download them to my PC and burn them on a disc?

    Google Play Music does not have DRM. Using Google Music Manager or the website, you can download any album you've purchased and/or uploaded, and burn away to your heart's content.

    Last time I checked if you download directly from the website there's a limit of 3 downloads per song. However, downloads via the desktop version of Google Music Manager are unlimited.

    Yes, there is a website limitation (in fact, it is only 2 downloads per song). However, unless you are particularly reckless, there's no real reason you'd ever need to download it more than once - or, as you say, the GMM will allow unlimited downloads.
