Why are ABN TV,AIT international,Open Haven TV,Propeller TV,Vox Africa and the Africa channel in the entertainment section?, should they not be in the International genre like other international channels? Or do they pay more to be in the Entertainment section?

From Sky's document on this subject:
    Sky wrote:
Subject to the exception set out below, a channel will be allocated a channel number in the
International genre if it includes a significant amount of foreign language programming; that is,
programming that is not in English (or Welsh), or another language which is indigenous to the UK,
whether sub-titled or not. Sky considers that 15% or more of the programming would be a
    “significant amount” in this context.

The "exception below" part refers to a clause where a channel may be put in the Movies category if that is more appropriate

In short, channels that are in English/Welsh/Gaelic go in the relevant category (e.g. Entertainment, News). Channels in any other language go in "International" regardless of the genre.

Yes, it's English language and shows films so is entitled to a slot in the Movies section.
