Spencer will say anything to mess with the heads of anyone he thinks he needs to manipulate. Remember all he has said in the past and realise this is just a ploy by him to try to make undecided voters side with him.
I don't believe Rylan is fake, nor do I believe anything Spencer says but that's because he contradicts himself so much. So therefore I don't believe, Spencer is sincere with his latest 'speech'. In fact I know Spencer is lying when his lips move. (Not that they move very much, he would make a good ventriloquist).
