  I'd have to say Clare Devine. She was pretty evil. I don't know why but the main thing that always comes to mind is when she told Tom that he was the reason his parents and sister had died.

  Oooo tricky I completely agree with the poster who said Janine in the days of Barry. Nowadays she's not half as bad. I remember her laughing and putting barry's ashes into the cupboard then going shopping or something.. just great. Chrissie Watts springs to mind too but then again I'm in two minds there as I think although she was great at being a bitch she only did it as a means of survival because she had too.
