Can anyone recommend a cheap vpn service which works on an iPad? Thanks

Try OverPlay.
They offer two services: US$5 for Smart DNS, plus US$10 per month for full VPN to an enormous range of countries plus Smart DNS.
If you are not happy, you can cancel their service within a couple of days and they give you a full refund, or you can cancel the full VPN if Smart DNS is all you need and then just subscribe to that.
They have VPN servers in heaps of countries and they also have an iOS file you can download which automatically installs their most popular VPN servers onto the iPad.
However, if you want to access legal content that is geoblocked, their cheaper Smart DNS may be all you need. It works far better than VPNs as it doesn't tunnel into the country, so you generally get far better quality streams. You also don't need to switch VPNs for different countries.
So, If you go their full VPN (which includes Smart DNS) I definitely recommend you test out the Smart DNS as well.
I have both their fill VPN and Smart DNS and use their DNS service 99% of the time.
The other advantage is that it can unblock content on devices where you can't normally install VPNs.
