This is entirely about the public's interpretation. They don't care about a failure to disclose an interest, that sort of thing. but the pleb thing, because it was designed to do so, really hit a nerve.

Something that had he been a cleaner trying to leave Downing Street might well have got him arrested or at very least given a good talking to by the cops.
I think you'll find the only difference was that Hunt had friends in higher places (higher than Cameron) and Mitchell didn't have any friends at all.
