Since the other two times the article says it was used as a prop were from the Seventies (1974 and ~1978) I would guess the DW use was as well.
My guess would be a Pertwee story but could be an early Tom Baker one.

Well I was right with it being the 70's.

Similar to something I remember blowing up in Hand of Fear.
