region 2 to region 1 help from online (im techy useless!)

There was a made for tv film in the 90s in USA and my best friend loved it.
I really want to get it for her for her birthday. Are there people who can burn films from a region 1 to a region 2? Or something like that? The film is online as well I'm just not very good at all this stuff.

    First check if her DVD player can play multiple regions or be reset

    You have multiple options.

    If you buy the Region 1 DVD, DVD Shrink will make a copy of the disc and will remove the region coding, assuming you have a DVD burner. This isn't illegal. You've bought the disc, you have a right to watch it and to make a copy for your own needs. Regional coding has also been deemed illegal in Australia.

    Download the film (I'm guessing you know from where), convert it to DVD using software of your choice, and burn to a blank DVD.

    Does your friend's TV have a USB socket and built in media player? If it does, you can just download the film, put it on a £5 USB stick, and the TV will play the film from the stick.
