how to apply for Eurovision?

I'm totally confused at how it all works. I mean I didn't even know Katrina from the band who won in 1997 actually was American so I thought I'll do some research and see some rules.

How did she get to take part if she was American yes she lived in the UK but I found out you had to be from that country she wasn't. Same with Celine Dion for Switzerland, we could easily get some famous band from the states and add a British member and they could enter?

Does anyone know the deal?

    There's nothing in the rules that state that the artist has to be from the country they're representing. It's pretty much up to the host broadcaster to set their own criteria.

    Indeed. No rule. However, much prefer having a contest to choose the participant. Katrina was chosen by the public to enter so looks like nationality wasnt an issue for UK viewers.
