    Because he (makes a lying fuss) doesn't like nominating - works for Siavash though - and an easy way to stop someone he dislikes and who dislikes him nominating.

    siavash chose charlie because he said he would choose the person who most disliked nominating - after marcus told him he should have chosen sree and he agreed
