Will MOTD next Wednesday have proper commentary highlights of the Tuesday games being as there are just three PL games on Wednesday and seven on Tuesday? I ask as whenever MOTD is on a Wednesday they just show the goals and major incidents of the Tuesday matches with a reporter rather than commentary.

How long is the programme?
I thought it was 6 or more fixtures played in that round? Tuesday + Wednesday = one round of fixtures.

In which case I'd say there's next to no chance there'll be full highlights of all the matches, with commentary etc... however there might well be commentary from Birmingham and Man City, with an FA Cup-style round-up of the rest.
Yes - it isn't in the MOTD2 contract, which is specifically for Sundays.
As noted MOTD can be shown on a Wednesday night (but not both Tuesday & Wednesday) when there are at least six EPL matches in total scheduled for Tuesday/Wednesday of that week. This constitutes an (almost) full EPL programme over the two days. I think it only happens about four times per season because of the various cup competitions. The 28/29 December, 4/5 January & 1/2 February are examples and there was one earlier in the season (9/10 November).
Any postponements would not affect this as at least six matches have been scheduled. As seen last Saturday in the event of postponements MOTD will still go ahead and show the matches that have been played.
