Overall: Freddie Mercury
Live Musical Theatre: John Barrowman (his 'pop' voice is mediocre, his MT albums are good but not fantastic, but live on a West End stage he's superb)
Frank Sinatra (just the way he delivers the songs)
Judy Garland
Karen Carpenter
Edit: I'm sure there are remarkable opera singers as well, but as I'm not a fan of opera I can't list them
Maria Callas the best singer the world has seen by a long chalk .the rest pale in significance next to her,in her prime she was untouchable.
Well she gets a few extra marks for being a fan of Deanna...
Personally I preferred Victoria De Los Angeles (not included on my list) http://www.youtube.com/watch?v=S2IexvgEn6s and thought Renata Tebaldi had the more solid technique.

If we are not going for the most powerful which would limit it to the Opera singers I guess, then I totally agree with this.
