    I think you're getting Bitlocker confused with EFS.

    Bitlocker is the per-volume encryption system, with encryption occurring at the disk sector level.

    Encrypting File System (EFS) is the per-file encryption system that ties files to a specific user account.

    Bitlocker isn't available in Windows 7 Pro anyway :)

    Can I thank everyone who has taken the time to give advise on this issue.

    Evil, thank you, you are the most expert person I know when it comes to research, fantastic, I find you invaluable.

    No mater what reset/recover programs I use, including those from your links, I can't reset/recover the admin' password.

    Robin thank you very much for your advise, I am very grateful.

    I burned and installed the Pro' ISO. everything went fine, on the final reboot it reverted back to the existing welcome OS screen asking for admin' password and a window stating no changes can be made to the existing OS.

    There is no licence Win key in or in the laptop.

    Me, I could understand getting myself in to such a pickle but the original owner, there is nothing she would have done to cause this,--at least intentionally.

    I am truly flummoxed.

    This laptop along with the other stuff given me is being given to out local village school, they can replace the HD as I will remove and destroy the existing.

    use dban to complete wipe the disk before you start.

    When windows comes to the screen asking which partition to install to, it shouldn't see anything on the disk.

    Try removing the battery. This should reveal the CoA sticker.

    If the sticker has been removed the only way you are going to get it legitimately rebuilt is by using a Dell-branded Windows 7 DVD.

    I did use dban, the disk was wiped before proceeding further.

    Nothing in the bios that shows any adverse security settings.

    Did you try booting the DVD, Repair, Command prompt and creating a new user?

    eg


    net user User2 /add


    If it creates it, you can make it Admin

    net localgroup administrators User2 /add

    Then reboot

    I did Robin,

    I cannot create an Administrator/user or even guest account.

    I've kind of given up on this issue now, I have spent about 12 hours and that of yours and others time.

    It's been a learning curve so not a waste of time for me in any way.

    Yeah. I just got into it because my sis had similar problems with her work laptop.

    She couldn't go to IT guy because she'd been applying for loads of jobs and wanted it secret.

    Someone else sorted it in the end.
