Albanians targeting schoolgirls in Havering (East London).

Warning:
A letter (24/9) from Havering Council's Head of Learning & Achievement (in the real world - Education) has been issued to head teachers of all schools in the borough - warning of a group of men of Albanian origin targeting schoolgirls for the purposes of sexual abuse and exploitation.

The local paper is the Romford Recorder.

I thought Albania was not yet in the EU. So why don't the authorities immediately chuck these so and sos out back to Albania where they belong???

    Your suggestion stinks too much of common sense to be put in to action by our government.

    A letter from Havering Borough Council was issued warning that gang members, thought to be of Albanian origin, were attending school premises in the Havering area in order to target girls.

    However it appears the threat has been overstated.

    Correct. Albania is not yet in the EU. It was only formally accepted as a candidate earlier this year.

    Early "overstated" warnings to particular agencies involved with youngsters would have been quite helpful in Rotherham...

    Yes, it's probably people trying to avoid that situation that's led to this warning being sent out here. It's a tricky decision to make. Do you send out a warning based on tenuous evidence or rumour, or do you wait, bearing in mind waiting may mean that youngsters could be being abused in that time?

    What did they expect the heads to do, if the situation was meant to be kept secret; just observe and react, rather than be proactive?

    Pretty much.

    There always tends to be an overreaction after a big issue like Rotherham. Try working in an organisation that works with classified material after there's been a breach in a totally unrelated organisation, for example. Things can get ridiculous, almost to the state where it's impossible to actually do any work. Also look at those silly rules in airports about removing and scanning footwear after one person makes a shoe bomb (which didn't even work). Then there is the way that politicians tend to panic and bring in ill thought out legislation when anything major hits the news.

    In most cases though, it really is difficult to judge whether you're acting in proportion to the problem or over/under reacting to it. That judgement was supposed to be what you got the 'big money' for, but we long ago moved away from a situation where that was true.

    A simple criteria would keep most of these characters out of the UK

    - Do you have academic qualifications?
    - Do you have useful work skills/experience?
    - Do you have a clean criminal record?
    - Do you speak fluent English?

    A "no" or unprovided answer in any of those should be enough to disqualify entry into the UK

    The men, all aged 16 to 17-years-old and of Albanian origin, were the subject of a recent investigation by officers from the Met’s Child Exploitation Team.

    The investigation relates to allegations made by a 13-year-old girl about two offences, one in Tower Hamlets and one in Hayes, Middlesex, which occurred on September 6/7 and September 21.

    Two of the men have now been charged, with the remaining six on police bail pending further inquiries."
