So... potentially this could mean stuttering Youtube videos, throttled third party Usenet access (on top of the existing throttled VM Usenet access) and treacle slow P2P.

Lovefilm movie streaming? Only if they pay extra to the ISPs and pass costs on to their own customers.

    They mention Google in that article, but what ISP in their right mind is going to take on Google (who own Youtube)? They'd lose users in droves.

    Specifically it's probably aimed at the BBC by the Murdoch crowd, as a way to hurt iPlayer.
