A fraction of a second? You wouldn't be able to tell it was a sample if it was THAT short. Most NOTES are just a fraction of a second!

Don't get me wrong, I'm not anti-sampling. I've done far too much of it myself to have any issues with it. I do prefer it, however, if it's done creatively.
Pop Will Eat Itself's "Def Con One" is a fantastic example of creative sampling. It blends Lionel Ritchie's "Dancing In The Streets", Run DMC, Salt N' Pepa's "My Mic Sounds Nice", Pseudo Echo's cover version of "Funky Town", The Creatures' "Right Now", The Osmonds' "Crazy Horses", Bomb The Bass' "Beat Dis", The Beastie Boys' "Time To Get Ill", The Stooges' "I Wanna Be Your Dog", The Twilight Zone theme tune, and the cartoon series of the Fantastic Four and makes them all into something that works really well. It's cheeky, but it's well done. I'm not sure what the rules on posting copyrighted material is on this board, so I'll just say look it up on YouTube.
He was sat in the audience near Denise's husband, so we had a close-up of them just after Denise's skate. Seconds later, Phil made a crack about Denise skating off into the candles and going up in flames. NICE ONE PHIL
