Old computer running linux and a bit of messing around and you could do it yourself and would probably be the cheapest option as the only cost would be the electricity to run the box, but if you go for someone else to do the dirty work make sure that they do backups, run the software you want, have support lines open when you need them, generator/ups backups

I use Pixel Internet and am more than happy with them. Loads of free add-ons and excellent support when needed. It costs £1.49 a month. You can also set up and manage your own domain with them if you want.
Not sure how happy your ISP would be with you going the DIY route and hosting your own busy web site.

I would NOT recommend Easyspace..expensive and nothing special.
£9 for the year including the domain.
pixel host have one garish looking website.
