It can't be Lauren, JJ is off on maternity leave and Lauren wouldn't be shocked to 'discover' that she herself killed Lucy.

She could have 'blocked' it out and the Emma's file jogged her memory, that's why she was getting rid of the baby (didn't want it to be known as kid of a killer) and leaving Peter (why would he stay with the killer).
