It's nothing to do with the lack of action - I agree that not every episode has to be full of action; it just seems to be a somewhat confused and boring storyline

The character is being kept a surety for a loan Kazran's father lent her family, he holds people as insurance to make sure the loans are repayed.
The Doctor is attempting to change Kazran from being "Scrooge" by making him feel differently about his past.

exactly. very easy to understand. i'm a big fan of the show but there have been a fair few episodes that barely make any sense, and this is not one of them.
the doctor is taking the past version on the christmas eve adventures until he keeps that woman on 1 day (he shown the past version the future of himself)

Really interesting storyline, very christmas-y.
