January 2014 I think when the new franchise period starts?

Selkirk and Caldbeck would be the main tx's affected, although the latter would continue to transmit Border and STV.

Are there any potential bidders to take on the current incubments if they had to put their case for their licences to be renewed. The qualtiy threshold had to be passed the last time they were up for renewal. Is ITV having to submit to OFCOM their plan for the next ten years in regards to programming.
