what causes push notifications to stop working?

Would it be a phone issue, network or app related?
Facebook is OK most of the time, but it seems to be the ones that are connected via FB that have stopped working (friend watcher and songpop are the main ones I notice). Friend watcher has a test option but thats not working at all.
Should mention that im using a sony u running ICS.
