Is there a Google 'streetview' bike? - or maybe a hand-holdable camera ?
I've never heard of one (admittedly I've not taken much notice, other than occasionally mooching around streetview) but came across a small section of streetview which follows a footpath near Bamburgh Castle.
(Far North-East coast of England, just south of the Scottish border)
There's people in the pics who are obviously not having to step aside as far as they would if a car went down there....

And that website can't spell "pedal"!
In that pic the adults faces have been blanked but not the little girls....Strange ! !
The blurs are applied automaticly by software, sometimes blurs are misplaced and sometimes they are missed.

I think they may manually 'touch-in' blurs that were missed, at a later date - or maybe just do it 'reactively' (people complaining etc.....)
My neice was photographed by the Google car, and her face was clearly visible, along with 3 or 4 others near her - Dunno when it was changed, but I noticed a few months later that they had all been blurred out.
I read a bit about the privacy tools they use and it is an automatic thing, I guess what happened in your case was they started bluring pictures after some had been uploaded.
If someone reports a pic then it might be manually blurred but for the most part they are done automaticly, its commons to see blurs in the wrong place, like phone numbers on shops blurred as mistaken for number plates.
