One is assuming a Movie can be [ a work of ] Art.
I don't think it ever can be.
A work of Art is really one person's imagination transferred to canvas, bronze, wood, marble or photographic paper. A Movie is a story brought to life by various writers, photographers, special effects technicians, assistant directors, 2nd unit directors, all under the eye of a Director.
Millais, Van Gogh, Rodin, and Arbus are Artists, John Ford and Hitchcock are Movie Makers.
That is an interestiing take, but I rather regard cameramen, technicians and so on making a film, as akin to players in an orchestra. If you watch the first act of La Boheme my guess is that you will not deny that it is art. And if that is, then so is Bicycle Thieves. And Koyaanisqatsi.
Lots of the others mentioned, especially Kubrik's works.
And - Master Japanese film maker Hayao Miyazaki should be up there, with such classics as Spirited Away and Princess Mononoke -beautiful, artistically and emotionally beautiful films.

There are many other films that I think have soundtracks that are in themselves works of art (The Mission, ET, Les Miserables ertc), regardless of what I think of the movie itself!
-Fellini's La Strada and La Dolce Vita
-Kieslowski's Colours trilogy are some of the best films of the last two decades, Red is honestly hands down one of most favourite films.
-Kubrick's 2001 and Dr Strangelove
-I liked Godard's Pierrot Le Fou however his other films are way too shallow
-Malick's Days of Heaven is utterly beautiful
-Kobayashi's Human Condition are the greatest war films ever made, it's a shame he's ignored because Full Metal Jacket is a basic rip off of the second one.
-Bergman's films are outstanding, esp Persona and Through a Glass Darkly
-End of Evangelion is one of the most ambitious pieces of Sci Fi of the 20th century for me.
And then there's Hitchcock, Lynch, Kurosawa, Miyazaki etc.
Really anything is a work of art aslong as the Director is honest about his work.

Charriots of Fire- just a beautiful human story with old fashioned spirit and fair play.
