I think it is a way of controlling his tourrettes. Just like someone with a stammer can develop a clipped, particular way of speaking that is a by-product of controlling the stammer.

Having met Pete he really does struggle to control his tourettes especially when he knows he is on TV, his mind seems to want him to say things even more so and then Pete has to try and control it as well as trying to converse. Please dont be hard on him, he really is a great guy.
