Found lost phone, O2 un(b)locking hasn't worked.

Can anybody here suggest anyrthing?
I lost my mobile phone (an old NEC N343i) and told O2. They locked / barred the phone and/or SIM (I don't understand exactly what they did)
They sent a replacement SIM which I have not used.
I then found my phone, told O2, and they theoretically removed the blocks / bars they had applied.
However, when I try to text or call from my phone, they fail.
O2's first attempt was over a week ago, then I let it slip for a while, and asked them to try again earlier this evening. I waited up to an hour although they said 10 minutes should be enough, but again, no difference.
I've just contacted them again and it appears we are going round in circles re-attempting the same unsuccessful procedure.
What could the problem and solution be?

It was my understanding that once a sim was blocked it could not be unblocked.
If the number has been moved from the old SIM to the new SIM then yes the old SIM would no longer be usable.
