  Thank you very much for everyone's suggestions but its none of these, does anyone else know what it could possibly be, if you can't hear it a set of headphones should let you hear it loud enough, to know what it is appreciate everyones help so far

  It might be ferry corsten it sounds like his synth? He was popular around the time. Or it could be one of his aliases. Them talking over the music makes it quite hard to distinguish it.

  It could be too so thanks for giving me that lead, if you also listen at 11.05-11.10 you can hear a bit of it without talking just before Popeye comes on, also 0.30 seconds its clears music for about 3 seconds too.
